International PEO

An International PEO is the global adaptation of the domestic PEO model, marketed as a way for companies to hire employees in other countries through a co-employment arrangement. In practice, however, true co-employment as understood in the U.S. domestic PEO model does not exist in most countries, so an International PEO typically functions in a manner very similar to an Employer of Record, legally employing the worker on the client company's behalf in the target country. The term International PEO is sometimes used interchangeably with EOR by providers and buyers alike, though the underlying legal structure and terminology can create confusion. What matters most for a company evaluating this option is understanding exactly how the provider structures the employment relationship, what statutory protections and benefits the worker receives, and how compliance risk is allocated between the provider and the client. Companies typically choose an International PEO or EOR service when they want to hire talent in a new country quickly, without the time and cost of establishing their own legal entity. This makes it a popular option for testing new markets, building small offshore teams, or hiring individual remote employees internationally.
